If I do business with a PEO, and I really don’t want to be tied into a year contract, can I have a shorter term contract?

Most PEOs do not lock you into a long term contract. The standard PEO agreements can be terminated with 30 or 45 days notice. The PEOs want to establish a mutually beneficial business relationship with their clients and locking you into something for a year is not how to go about doing that. The PEO does have work to do when a client leaves their service so the notice provides them the time to terminate a client efficiently for both parties.
